Key Technologies for Monitoring, Regulation and Treatment of Sudden Water Pollution in the Middle Route of South-to-North Water Diversion Project

Project background: The Middle Route Project of South-to-North Water Diversion has a long water conveyance line and mainly adopts open channel water delivery mode with complex operation conditions and high requirements for water quality as well as many kinds and quantities of sudden water pollution risk sources. Due to the lack of regulating reservoirs, various buildings and complex working conditions, it is extremely difficult to deal with sudden water pollution incidents, which may affect the domestic and production water supply in 15 large and medium-sized cities along the route, such as Beijing, Tianjin, Hebei and Henan. In 2016, the water supply of the middle route accounted for more than 70% of Beijing municipal water. How to ensure the safety of water supply is an important task at present when the cities in the intake areas are highly dependent on the water diversion of the middle route.

Main content: Focusing on the whole-process emergency response to sudden water pollution incidents in the middle route and aiming at the technical requirements and equipment requirements of monitoring, elevation, tracing, simulation, regulation and pollution treatment of sudden water pollution, a technical system for monitoring, regulation and treatment of sudden water pollution with the integration of four links of “monitoring and evaluation-tracing and simulation- hydraulic regulation and control-pollution treatment” has been developed and established, which has obtained key technical achievements, including whole-process three-dimensional monitoring and evaluation technology for water quality of the middle route, rapid prediction and traceability technology for sudden water pollution in the middle route, two-stage multi-objective hydraulic regulation and control technology for sudden water pollution in the middle route, systematic treatment technology for sudden water pollution in the middle route and so on. Miniaturized and high-precision water quality monitoring equipment and important equipment and new materials for the sudden water pollution treatment have been developed, a “model group” composed of water quality safety assessment and diagnosis, hydrodynamic water quality prediction, pollution traceability and multi-objective dispatching of water quantity and quality has been developed and the “strategy set” including emergency program system of sudden water pollution in the middle route and typical pollution scenario database has been constructed. What’s more, an operation platform integrating real-time monitoring of multi-source and multi-scale comprehensive information has been built to realize the seamless connection of “model group-strategy set-integration platform”.

Main scientific and technological innovations and contributions: A technical system for multi-carrier, omni-directional and whole-process three-dimensional monitoring and evaluation of water quality in the middle route has been established. A numerical simulation model for joint regulation of water quantity and quality of long-distance water transfer project and a traceability model for sudden pollution have been constructed. The two-stage multi-objective hydraulic regulation and control technology for sudden water pollution in the middle route has been put forward. The systematic treatment technology for sudden water pollution suitable for the characteristics of the middle route project has been proposed and a decision support system platform for sudden water pollution monitoring, regulation and treatment has been developed.

Achievement and scientific and technological output: The key technology problems for monitoring, regulation and treatment of sudden water pollution in the long distance water transfer project have been solved, with practical value and innovativeness. The proposed key technologies for monitoring, regulation and treatment of sudden water pollution and prepared dispatching schemes and plans and others provide work support for the trial water supply, formal water supply, emergency drill and other actual services. The developed pollutant disposal devices, disposal materials, various databases, pre-plan databases, software platforms and experimental platforms make it possible to deal with sudden water pollution incidents scientifically and rationally, which lays a foundation for the realization of the safe and efficient water supply of the middle route project.

Economic benefits: The achievements provide support for ensuring that the water quality of the middle route is stable above Grade II, which can reduce the water treatment costs of waterworks and improve the probability of water supply.

Social benefits: Provide important technical support for the safe and economic operation of the Middle Route Project of South-to-North Water Diversion and maximizing the project benefits and social benefits and play an important guarantee role in solving the water shortage along the Middle Route of the South-to-North Water Diversion Project, accelerating economic development and maintaining social stability.

Environmental benefits: Provide support for reducing the hazards of sudden water pollution and ensuring the water quality and ecological security of the Middle Route Project and intake areas along the route.
