Fuzhou Scientific Urban Water Dispatching System

Background

In order to strengthen the urban flood and waterlogging control and urban water ecological environment management, the Fuzhou Municipal Government carried out works on urban water system governance in the city and established the Fuzhou City Water System Joint Adjustment Center as the municipal direct unit for city water system management which is charged by the Fuzhou Construction Committee. This project is jointly sponsored by the Fuzhou Investigation and Surveying Institute and the China Institute of Water Resources and Hydropower Research (IWHR) with the total investment of the project exceeding 60 million, including 20,858,695 yuan from IWHR. The project is currently under operation.

Content

The construction involves an urban flood control forecast system, an urban water ecological environment prediction and warning model, and a scientific dispatching command system of Fuzhou water system. Models include flood forecasting in mountain areas, calculation for reservoir flood control, one-dimensional hydrodynamic model for riverway and urban pipe network, and two-dimensional model for ground research and its associated water quality simulation model. These works together with real-time forecasting simulations and scenarios simulations provides support and on-spot dispatching command for urban flood and waterlogging control, black-odor water control and urban ecological environment management in Fuzhou, thus integrated dispatching. In addition, we will establish a scientific urban water dispatching system in Fuzhou based on technologies such as Internet of Things (IOT) technology, big data analysis systems, and cloud-based platform technology. System development includes unified portal management, data management center, mobile office system, and monitoring and forecasting, forecasting, scheduling decision and command and control modules.

Application

The project is currently under operation. As the first information system for comprehensive city water system management, dispatching, decision making and directing project, it is in leading position for future informatization of water resources management and for the development of the industry, integrating monitoring systems based on the Internet of Things (IoT) technology, big data analysis systems, mathematical model systems and cloud-based computing command systems.

Major technological Innovation and Contribution

1. Urban pipe network hydrodynamic model based on GPU parallel line algorithm and two-dimensional hydrodynamic model for urban ground to improve budget efficiency;

2. According to the characteristics of urban water system, the dispatching technology of sewage disposal plants-sewage pipe networks-rivers integration.

Results and Technological Output

It is expected to reach global advancing standard upon establishment.

Economic Effect

The project hasn’t been put into production since it is now under construction. In the future it will help reduce economic loss caused by city flood and waterlogging control.

Social Effect

After the completion of the project, the management level of urban flood and waterlogging control in Fuzhou City will be improved and public recognition raised. Moreover, during its construction, in July. 11th,2018, the project managed to forecast 24h earlier before typhoon Maria’s landing. And after rainfall events, the project succeeded in monitoring waterlogging location. Faculties made fast analysis on the cause of waterlogging and completed water dispatching within 30 minutes, reducing potential social problems and achieving a smoother result in terms of efficiency, procedure and information dissemination.

Environmental Effect

This project will incorporate the water quality monitoring stations, video monitoring stations and gate pumping control stations to be built during the construction of the Fuzhou city black-odor water control project. Thus, it will provide information support for the city’s future black-odor water control and its assessment and supervision.

Ecological Effect

The project will improve the urban water ecology and water landscape, with some inland rivers and lakes maintaining a 4.5m ecological water level and a certain flow rate. To this end, pumping station water lifting and high tide water diversion are designed to carry out ecological water dispatching. With hydraulic gradient controlled by water gates, it further provides a modified approach for water dispatching during the time between flood seasons and non-flood seasons.
