Research on Initial Water Rights Allocation and Total Water Amount Control in River Basins

Water resources shortage, worsening water pollution and deteriorating ecological environment are posing acute problems and has become a bottleneck to restrain China抯 establishment of a relatively prosperous society in an all-round way. The fundamental solution to this contradiction is to build a water-saving society and enhance the efficiency of water use.

Major research contents of this project include:

(1) Summarizing theories and practices on water rights and water markets both at home and abroad, and expounding relevant definitions of theories on water rights

(2) Proposing the theoretic framework of initial water rights allocation

(3) Deciding different types and levels of initial water rights allocation plans and water allocation proportion in pilot river basins, and conducting a rationality analysis on the research results

(4) Proposing the macro-control indicators of initial water rights allocation in pilot river basins, including indicators of water quantity and quality, etc

The results of this project have been applied to the trial work of the projects of Initial Water Rights Allocation in Daling River Basin and Initial Water Rights Allocation in Inter-provinces (regions) in Huolin River Basin, achieving sound social and economic benefits and bringing about bright prospects for popularization.
