China Ministry of Water Resources carries out research, project demonstration and achievement popularization on relevant issues in key programs in view to conducting a systematic research on development of theories and technologies on ecological water conservancy projects and popularizing relevant achievements.

The project proposes the disciplinary framework of “Ecological Water Conservancy Project”, the definition of “Hydrology-Biology-Ecology Functional River Continuation”, and the basic principles of planning and design of river ecological restoration. It defines the healthy river as “Ecologically-Friendly River That Can Be Sustainably Utilized”. It explores the mathematic expression method of economic benefits - ecological benefits evaluation matrix, puts forward the evaluation principles of ecological restoration projects as well as the definition and methods of “Multi-Purpose Regulation of Reservoirs Taking Account of Ecology”, and conducts R & D and demonstration of ecological and hydraulic key technologies.
