Abstract: This paper, using the ecological water demand of Western Route of South-to-North Water Diversion Project as the research object and considering the operability of ecological water demand, sets up concrete objectives of ecological preservation in water-exporting areas from the perspective of water-cycle, establishes a “ water-habitat ” equilibrium theory and control system of river ecological building, and presents the threshold of goal ecological water demand to rule a hydrological control program of optimal allocation and scheduling reservoir, then uses the program rule to operate the dam on the transfer area. The results show that the ecological base flow of each control section is 10% more than the average annual flow during October to March; more than 30% in the breeding season time from April to September, the river ecological system reaches a good standard, the hydrological control program has practical value.
