2018 CHINCOLD Academic Annual Meeting and 10th East Asia Dam Conference held in Zhengzhou

The 2018 Academic Annual Meeting of Chinese National Committee on Large Dams (CHINCOLD) and the 10th East Asia Dam Conference was held in Zhengzhou city in central China from October 15 to 16, 2018. The meeting is also part of the Academic Week of IWHR. A total of 820 Chinese and foreign participants, including academicians, experts and scholars were at the meeting, representing 18 countries and regions including Japan, the Republic of Korea, Angola and Botswana.

Vice Minister of Water Resources Lu Guihua, President of the Chinese National Committee on Large Dams Jiao Yong and various dignitaries attended the conference and delivered speeches. President of IWHR and Vice President of Chincold Kuang Shangfu chaired the keynote speech session, and Vice President and Secretary-General of Chincold Jia Jinsheng chaired the opening ceremony.

Lu Guihua, Vice Minister of Water Resources, applauded in his opening remarks the historic role Chincold has played in advancing dam engineering technology and hydropower development since China staged reform  and opening up.

Mr. Lu highlighted the heavy tasks China still has in water infrastructure construction and management, and stressed that dam and hydropower should go green, sustainable and inclusive in that sound benefits to the society, economy and environment at large can be realized. He called for concerted efforts both from China and overseas in sharpening hydro-engineering technologies and concepts.

Wang Mengfei, deputy secretary-general of the Henan Provincial People's Government, said: "As of 2017, there are 2,655 large, medium and small reservoirs with a total storage capacity of 42.5 billion cubic meters; 19,000 kilometers of embankments of Grade 5 and above were built, and 14 flood storage and detention zones were built. The total capacity of designed flood detention is 3.7 billion cubic meters; the province has 329 large and medium-sized irrigation districts, the number of electromechanical wells above designated size is 1.22 million, the irrigation area of various irrigation projects is 80.84 million mu, and the cumulative soil erosion area is 3672 thousand hectares. Water infrastructure construction is playing an increasingly important role in the economic and social development of Henan province."

Yue Zhongming, director of the Yellow River Conservancy Commission of the Ministry of Water Resources, said in his speech: "In order to alleviate the contradiction between water supply and demand, improve the ability of flood and drought disaster prevention and control, reduce sedimentation, and repair the ecological environment of the river basin, we are actively planning for flood control and drought relief. We will improve the six systems of water and sediment control, flood control and sediment reduction, comprehensive prevention and control for soil erosion, water resources integration and efficient utilization , water resources and ecological protection, and integrated river basin management. Large-scale reservoir dams and the South-to-North Water Transfer West Line and other inter-basin water transfer projects need to be constructed."

Zhang Yangmin, deputy director of the Department of Electricity Safety Supervision of the National Energy Administration, said in his speech,"Hydropower is an energy project, but it is also a project for people's livelihood, involving social harmony and stability and national security. In the face of severe and complicated situations, it is imperative that all parties follow the law and do the work of dam safety and build a safety line. It is necessary to rely on technical means to create an 'intrinsically safe dam'; secondly, it is necessary to do a good job in dam safety management; third, it is necessary to further strengthen emergency management and improve emergency support capabilities. The root cause of the safety accident, summed up, I put forward the concept of "safety is technology, safety is management, safety is culture, safety is responsibility", technology is the basis of safety, management is a means of security, culture is the soul of security, responsibility is safety guarantee.”

Liu Wei, Deputy Director General of the Environmental Assessment Department of the Ministry of Ecology and Environment, said: "Water conservancy is one of the greatest human activities that affect nature, both in scope and extent, and the changed natural environment deeply affects human society. On the one hand, we must positively evaluate the important role played by water conservancy and hydropower projects in flood control, irrigation, energy structure adjustment, energy conservation and emission reduction, combating climate change, and promoting economic and social development. At the same time, we must also clearly understand the ecological and environmental problems brought about by the development and construction of reservoirs and dams... Chinese President Xi Jinping has repeatedly stressed that human development activities must respect nature, conform to nature, and protect nature, otherwise it will backfire; insist on harmonious coexistence between man and nature, and insist on saving priority. The principle of protection priority and natural restoration is to protect the ecological environment like protecting the eyes, treating the ecological environment like life; the landscape, forest, lake, grass is a life community; the restoration of the Yangtze River ecological environment is in an overwhelming position, protect and not engage in large-scale development; correctly grasp the relationship between ecological environmental protection and economic development, Cable collaboration to promote the development of green ecological priority and new ways. "

Joji Yanagawa, Chairman of the Japan National Committee on Large Dams, said in his speech: "It is well known that climate change caused by global warming in recent years has caused many problems such as melting glaciers and increasing floods. In Japan, in recent years, we have suffered from massive rainfall almost every year. The dams defend against floods, protect the lives and property of many people, while ensuring a stable supply of water and electricity in all aspects, which plays an important role in social and economic development. Therefore, we believe that we will continue to strengthen research on dams, and  the use of existing dams, such as how to enhance dam operation efficiency, extend dam life and so on."

Bong-jae Kim, Vice Chairman of the Korea National Committee on Large Dams, also said in his speech: "In order to improve the performance of the dam and ensure the maximum safety of the dam built more than 30 years ago, the Korean government is promoting 'dam safety reinforcement'. The aim is to strengthen or replace the ancillary facilities such as water intake towers to meet the enhanced seismic design regulations. We are working on a modernization of hydropower stations to replace the aging power system and the turbines with reduced efficiency. In addition, we focus on the safety of smart dams and operational management and linking it to the fourth industrial revolutionary technologies of big data, artificial intelligence, drones and information and communication technologies. Through this seminar, we will be able to take initiatives to address climate change and hold various lectures on effective and reliable management of existing dams and smart dam construction techniques."

Jiao Yong, chairman of the Chinese National Committee on Large Dams, said in his speech: "This year is the 40th anniversary of China's reform and opening up. This academic conference focuses on the construction and management of high-quality reservoir dams, which is to stand upon 40 years of reform and opening up, explore key areas and key technologies in the high-quality development of reservoir dams."

Chairman Jiang Yong said: "The quality of dam construction in China is generally excellent. After the government-led large-scale dangerous reservoir reinforcement, China has become one of the countries with the lowest dam failure rate in the world. China is not only the country with the largest number of high dams over 200 meters high in the world, but also the quality has been fully recognized by the international community. However, the development of dam industry in China cannot be satisfied with this. It is necessary to explore the high-quality development of dam industry in accordance with the requirements of the Party Central Committee and the State Council on high-quality development. First, the reservoir dam construction management itself must meet the high-quality development requirements; second, the reservoir dam should contribute to the basin's ecological security; third, the reservoir dam should contribute to the promotion of high-quality economic development. ”

At the opening ceremony, the institute of science and technology progress award, technical invention award, as well as the dam outstanding engineer award, Wang Wenshao outstanding paper award, annual meeting outstanding paper award are presented. It aims at encouraging scientific and technological innovation and fully mobilizing the enthusiasm and creativity of technicians in the field of reservoir dam engineering.

The theme of the meeting is "promoting dam safety and river health through green and high-quality construction management". The meeting Focused on the new era of dam construction and the demand of water resources and hydropower development in China, combining with the construction of water conservancy and hydropower projects, the new requirements to adapt to the new era, practice innovation, coordination, the development of green, open, sharing ideas, promoting the development of the high quality of the construction and management of reservoir dam.

The conference invited well-known experts such as academician Zhang Jianyun, academician Zhong Denghua, academician Wang Fuming and vice director Su Maolin of Yellow River conservancy commission to give keynote speeches. International experts including Luis Berga, honorary chairman of ICOLD, Michel Lino, vice-president of ICOLD and Abraha Adugna Ashenafi, vice-minister of water resources of Ethiopia participated in the symposium. 

During the conference, there were 3 technical chapters and 5 seminars, including "reservoir dam public awareness BBS", "reservoir sediment deposition control and sustainable management symposium" and the 11th "African reservoir dam and hydropower sustainable development roundtable conference". It is worth mentioning that during the conference, the professional committee on dam numerical simulation was established and the symposium on progress and prospect of numerical simulation was held. Special activities of "China dam tour" were also held in "Reservoir Dam Public Awareness Forum".

11th Roundtable Meeting on Dams, Reservoirs and Sustinable Hydropower Development in Africa

The conference received more than 240 papers from home and abroad, and more than 160 academic reports. Twenty-three agencies and institutes participated in the technology exhibition, displaying the latest technical concepts and achievements of water conservancy and hydropower.

Since 2011, the Chinese National Committee on Large Dams has held 8 consecutive academic conferences. The convening of the annual academic conference has established a wide platform for technical exchanges and cooperation between China's water conservancy and hydropower industry related units, and achieved good results. It has received strong support and positive response from leaders and experts at all levels. In recent years, the number of participants has gradually increased, and the influence of the industry has been expanding. It has become an important platform for the majority of science and technology workers to exchange results, discuss ideas, enhance cooperation, and spark innovation. It has become an important window reflecting the latest developments of China's dams. With the high recognition of the society, the world influence is also expanding.

In 2004, the three national dam committees of China, Japan and South Korea signed a tripartite agreement on exchanges and cooperation in dam technology in East Asia, and agreed to hold academic exchange meetings in turn to exchange views on dam issues of common concern. The China-Japan-Korea Academic Exchange Conference has been successfully held for ten times, and the conference has promoted academic exchanges and cooperation between China, Japan and South Korea in the dam industry.
