14th Joint Seminar with Korea Institute of Civil Engineering and Building Technology held in Beijing

The 14th Joint Seminar between China Institute of Water Resources and Hydropower Research (IWHR) and Korea Institute of Civil Engineering and Building Technology (KICT) was held on June 27, 2017 in Beijing. The Korean delegation, headed by KICT Vice President Jeong Junhwa, was received by IWHR Vice President Liu Zhiping, who chaired the opening ceremony for the seminar.

In his opening address, Prof. Liu reviewed the close exchange between both institutes since the signing of a cooperative agreement in 2002, as well as the active role the seminar has played in the past decade. He said such exchange has been maturing and getting deeper, and that IWHR should learn from the Korean institute in areas such as research concepts and technical products. The IWHR vice president also briefed the visitors on the new development and management concepts of water resources in China, as well as IWHR’s technical support to the development of water resources and hydropower in China. He said both institutes are leading national applied research body with the mission of technological innovation, supporting development and benefiting society, and should make joint contributions to the scientific and technical progress in Asia as well as in the world through deeper exchange and cooperation.

In his speech, Dr. Jeong said both institutes have contributed a lot to improving national technological level and people’s living quality through research and development as well as knowledge sharing. With the rapid development of global climate change, industrialization and urbanization, it is inevitable to enhance cooperation so as to respond to the challenges facing the world now. He hoped both institutes could conduct active discussion and learn from each other on hot topics of water resources, so as to promote exchange and cooperation in research and industrial progress, and achieve win-win development.

Head of KICT’s International Cooperation Division Kim Youngseok and Deputy Director of IWHR’s Division of International Cooperation gave a brief introduction to their respective institute as well as development strategies, sharing the latest progress in research and international cooperation. The technical seminar was divided into three parallel sessions focusing on water resources and disaster mitigation, sediment and water environment, and structures and geotechnical engineering, and were organized by IWHR’s Department of Water Resources, Department of Sediment Research and Department of Structures and Materials respectively.

Deputy Director of IWHR’s Department of Water Resources Prof. Jia Yangwen chaired the “water resources and disaster mitigation” session, in which the KICT researcher talked about flow estimation using rainfalls derived from multiple satellite images, while IWHR researchers presented on dualistic water cycle model, intelligent controlling system for long-distance water diversion channels, Shanghai flood hazard mapping, and green infrastructure for construction of sponge city.

Session I: Water resources and disaster mitigation

Deputy Director of IWHR’s Department of Sediment Research Prof. Tang Liqun, as well as Director of KICT’s Hydro Science and Engineering Research Institute Dr. Yeo Hongkoo, co-chaired the “sediment and water environment” session, in which the KICT researchers gave reports on real-time monitoring system by depth for river and reservoir management as well as change of landscape in an unregulated sand-bed river, while IWHR researchers made presentations on instantaneous bed load transport rates measurement based on digital image processing, water environmental capacity based on month by month frequency curve-fitting method, and effects of channel evolutions and sand mining on the low water level of the waterway from Poyang lake to Yangtze river.

Session II: Sediment and water environment

Prof. Lu Zhengchao from IWHR’s Department of Structures and Materials chaired the “structures, materials and geotechnical engineering” session, in which the KICT researchers talked about IoT-based urban underground utility monitoring and management system and comparison of coupled and uncoupled design method on a gravity substructure for offshore wind turbine, while IWHR researchers presented on monitoring feedback and stability assessment of landslides in Dahuaqiao reservoir area, accumulative deformation of offshore wind turbine bucket foundation in clay, and residual performance assessment of damaged prestressed concrete cylinder pipes embedded in soils.

Session III: Structures, materials and geotechnical engineering

The Korean delegates also visited the labs of structures, materials and water environment, Daxing Experimental Base, Tuancheng Lake regulating reservoir of the South-to-North Water Transfer Project, pump station near the Lianhuachi recessed overpass, Yongding River restoration project, and Huaifang Water Reclamation Plant.
