1. Introduction
In recent years, importance of water resources management is increasing as damage from extraordinary flood and water shortage from drought has been increased. The most important thing in water resources management is that we have to collect enough data in quantity and quality needed for water management.
River discharge data with high quality are essential in water resources management, however, accuracy of measurement is not so enough due to its continuous variation in real river. Furthermore, river discharge data are affected by the change of flow and river bed, high technique is needed to assure river discharge data in high quality.
It is difficult to measure river discharge automatically unlike river stage, rainfall, or water quality. Automatic and continuous measurement of river discharge with high quality has limitation because discharge is changed by the velocity distribution in cross section and variation of river bed. Furthermore, much man power and time is spent for river discharge measurement. For the effective supply of river discharge information needed in water management, automatic discharge measurement technique have to be developed.
