On December 16, a Mexican delegation comprising representatives from the Civil Engineering Society of Jalisco, the Mexican Embassy in China, and the National Autonomous University of Mexico visited IWHR to build ties for water collaboration.

Collaboration between the two countries in water resources dates back to 2011, when the Chinese Ministry of Water Resources (MWR) and Mexico’s National Water Commission signed a technical cooperation Memorandum of Understanding (MoU). Under this framework, the water sectors of both countries have maintained active and fruitful partnerships.
IWHR, a key water think tank under MWR, has contributed to initiatives such as the China-Mexico Green Small Hydropower Project and has been actively involved in scientific exchanges, technology transfer, and professional training between the two countries, introduced IWHR Vice President Ding Liuqian. He expressed hope for the establishment of a regular communication mechanism between IWHR and the Civil Engineering Society of Jalisco.
Looking ahead, Ding emphasized the potential for future cooperation in areas such as clean energy, the construction of modern water infrastructure, and the development of climate-resilient societies, noting that both China and Mexico face similar water management challenges in the context of climate change.
The technical exchange session featured presentations delivered by IWHR experts on topics such as:
· China’s Water Resource Management Technologies and Practices,
· Development and Application of the SkyCoMus Groundwater Numerical Model,
· Challenges and Solutions for Lake Shrinkage and Canal Algae Growth,
· Overview of Dynamic Variable Irrigation Technology in China.
The session also included an introduction to IWHR’s postgraduate education programs.
The Mexican side introduced the current state of water resources management in Mexico, focusing on institutional and regulatory improvements, strengthening industry guidelines, and enhancing public participation.
After the discussions, the delegation visited IWHR’s Yanqing Experimental Base and the flood control facilities of the North Canal in Beijing’s Tongzhou District.
